PCT出願後に国際調査報告を受領したとき、国際段階でクレーム補正するのが19条補正です。国際調査報告で新規性や進歩性欠如が指摘されていて、もっともと考えられ、補正しておいた方が効率良く権利化できそうな場合にのみ、19条補正をすれば良いと思います。なお、34条補正(明細書の補正)もありますが、それ程活用されていないようです。
PCTの19条補正は、①書簡（letter）これには補正書と、条約第１９条（１）に基づく説明書を添付、及び②請求の範囲の差替え用紙、を国際事務局へ提出します。19条補正の提出に併せて、見解書に対する非公式コメント(タイトルは「Informal Comments」)も提出できます。郵送またはFAXまたはePCTでのオンライン提出が可能です。以下に文例を示します(下記URL参照)。
